Complete guide to the visa for independent professionals

The Self-Employment Visa allows non-EU citizens to work independently in Italy as freelancers, entrepreneurs, artisans, or consultants. Unlike the standard work visa, it does not require an Italian employer.

Applicants must obtain a Nulla Osta from the relevant Italian authority, typically the Chamber of Commerce or a Professional Order. Financial requirements vary by category: at least €8,400 for freelancers and consultants, or €14,000 for entrepreneurs. Entry is subject to annual quotas, with additional off-quota spots for highly qualified professionals.

The residence permit is valid for one to two years and renewable. After receiving it, you can open a VAT number and begin operating. Five years of continuous residence leads to EU long-term permit eligibility.

šŸ“Œ Limited quota: what does it mean?

Ordinary quotas available

Limited places assigned through online procedure:

2025 → 730 places
2026-2028 → 650 places per year

These places are very limited, and applications are submitted online on so-called click days. Only those who submit first have the best chance of getting a place.

News 2026-2028: +500 "off-quota" places

In addition to ordinary quotas, the government has provided 500 extra entries each year, dedicated to:

Highly qualified professionals (engineers, researchers, doctors, etc.)
Investors who start businesses in Italy
Strategic self-employed workers (specialized artisans, designers, IT technicians, etc.)

These are not subject to traditional numerical limits and offer an alternative path for those with advanced skills or economically impactful projects.

Required Documents

Regardless of category, you will need to present:

Personal Documents

Valid passport (at least 3 months beyond visa expiration)
2 recent passport-size photos
Health insurance valid for the first months

Professional Documents

Copy of nulla osta/authorization (issued max 90 days before)
Activity plan or assignment letters (freelance)
Registration to professional orders or professional suitability declaration (if applicable)
Proof of competence and experience in the sector

Economic and Housing Documents

Proof of economic resources (at least €8,400 or €14,000 for entrepreneurs/artisans)
Bank statements from the last 3 months
Housing availability in Italy (rental contract, certified hospitality)
